Enforcement of Time Limits for On-Street Parking to Begin 5/1/2026
ENFORCEMENT OF TIME LIMITS FOR ON-STREET PARKING - EFFECTIVE 5/1/2026
On-street parking in downtown Oxford has long had a time limit, two hours in most places and 15 minutes in front of the post office (§15-501). Until recently the Borough did not have the technical capability to enforce this consistently, but we do now and we need to: On-street parking is meant for shorter visits into town. Downtown residents and employees should park in available lots and the Borough garage, not on the street. On-street time limits encourage turnover, making it easier for patrons to quickly pop into town for a coffee, to shop, or grab a bite to eat. If someone is driving through town, we want them to be able to pull over if they see something interesting in a storefront. In this way, enforcing time limits to on-street parking supports downtown revitalization and vitality.Beginning May 1st the Borough will begin enforcing the time limits for all on-street parking downtown. In most areas the limit is 2 hours. It is 15 minutes in front of the post office. For the first few weeks we will issue warnings. Effective June 1st, we will begin issuing citations. This means, beginning June 1st, a vehicle could be ticketed for failing to pay for parking and/or parking on the street for longer than the allowable time, as two separate fines. The cost to park and ways to pay remain the same.Thank you for your cooperation and for helping us to build an economically vibrant downtown!

In Oxford, PA, fire hydrant flushing is conducted to maintain water quality by removing sediment and debris from the water mains, and to ensure the proper functioning of the hydrants for fire emergencies.

Borough Spring Clean Up Event
2026 OXFORD BOROUGH SPRING CLEAN UP EVENT
April 30 through May 2, 2026 from 7am. - 3pm.
Location: 450 W. Locust St. Oxford PA 19363
Public works staff will be on hand to direct participants and assist with unloading.
Acceptable Items:
- Scrap metal
- Appliances
- Used oil
- Yard waste and brush will be accepted but residents are reminded to place sticks and bagged yard waste curbside for weekly pick up.
- Tires will be accepted with payment, in cash only, as follows:
- Car & light truck tires: $ 5.00
- Heavy truck tires (19.5): $9.00
Please Note:
- Recyclable Electronics will NOT be accepted.
- Empty paint cans will be accepted if the lid is removed and all contents are dry.
- No hazardous materials of any kind will be accepted.
- No liquids of any kind will be accepted.
The Borough’s recycling trailer will be available during the event for all recyclable materials.
This event is for Oxford Borough residents only and proof of residency is required.
All payments for items requiring a fee for disposal will be CASH only.
All items will be disposed of at the discretion of public works staff.
Any item or load may be refused at any time.

Borough of Oxford Equal Access Pledge
Oxford Borough Equal Access Pledge
At their regularly scheduled meeting on Monday, April 6th, Borough Council adopted an equal access pledge, put forth by and signed by Mayor of Oxford, Philip Harris. The pledge affirms that:"The Borough of Oxford is committed to providing access and services to all people regardless of their immigration status, language spoken, race, religion, national origin, gender/gender identity, sexual orientation, age, or disability. All persons in the Borough are entitled and encouraged to:
Access government services including emergency services such as police, fire and EMS; Report crimes, domestic abuse, housing violations, ordinance violations, including discrimination and public nuisances;
Access all Borough services, including water; and
Attend and participate in Borough meetings.
Anyone who is concerned about accessing Borough government services is encouraged to contact the Mayor, members of Borough Council or the Borough Manager."

The Borough is Hiring!
Under the supervision of the Zoning and Codes Officer, the Parking Enforcement Officer patrols the Borough enforcing the Borough’s parking ordinances. This position works directly with the public, spending his/her shift hours patrolling the Borough in a variety of weather conditions. The Parking Enforcement Officer must be professional, courteous, and tactful with the public, and enforce requirements in a way that is kind and consistent. The daily work functions are primarily performed independently in accordance with established procedures and laws. This is a part-time, hourly position.
Principal Duties Include:
· Enforce various parking and other traffic related Borough ordinances and related state statutes within a defined area of the Borough;
· Issue tickets for violations of regulations;
· Promote positive community relations by routinely communicating with Borough merchants, residents and visitors.
· Provide education and information about parking regulations to the public, including assisting with on-the-ground parking questions;
· Evaluate and report issues related parking spaces, meters, and pay station kiosks;
· Represent the Borough at hearings and court proceedings related to parking enforcement cases, as required;
· Assist in traffic control and parking related matters as needed;
· Relay any necessary factual information to emergency response officials and Borough staff regarding emergencies, urgent life safety concerns, automobile accidents, etc.; and
· Perform other administrative parking-related duties as assigned.
Qualifications, Skills and Abilities
Applicants should have a high school diploma or its equivalent and a valid driver’s license in good standing. The ideal candidate will be community-minded, projecting and maintaining a positive and professional image on behalf of the Borough. This position requires the ability to exercise good judgment, decision-making, and conflict resolution strategies using patience, tact, diplomacy, and courtesy in communicating with the public. The person in this position must also exhibit a keen attention to detail, have an ability to maintain thorough records and documentation, and be comfortable appearing in court before a district judge on behalf of the Borough. Candidates must be able to work primarily on their own and be comfortable outdoors in various weather conditions.
This is an hourly position. Starting hourly wage starting at $17.00. The person in this position will work 15 to 30 hours per week, Monday through Saturday, between the hours of 8:00 am and 8:00 pm. The schedule is flexible but candidate must be able to work four evening shifts per week. Hiring is contingent on successful completion of a background check and verification.

Borough Policy Regarding Immigration Enforcement
Resolution #1416-2026Official Policy That Borough Law Enforcement Officers and Resources Shall Not be Engaged in The Enforcement of Non-Criminal Federal Immigration Law
At their regularly scheduled meeting on Monday, March 2, 2026, Borough Council adopted Resolution #1416-2026 regarding the Borough's policy with regards to federal immigration enforcement.
What the Resolution Does:
- Prohibits the Borough from entering into agreements, including participation in the federal 287(g) program, that would authorize local police officers to enforce federal civil immigration law on behalf of U.S. Immigration and Customs Enforcement (ICE).
- Prohibits the use of Borough resources - including personnel, time and funding - to assist with civil immigration enforcement activities.
- Clarifies that immigration status alone is treated as a civil matter, not a criminal offense under Pennsylvania law.
- Affirms the Borough's commitment to focusing local law enforcement resources on local public safety priorities, including the investigation and prosecution of criminal activity.
What the Resolution Does Not Do:
- Prevent federal agents from conducting lawful operations within the Borough.
- Prohibit cooperation with federal authorities in criminal investigations.
- Interfere with the enforcement of criminal law at the local, state or federal level.
The Resolution affirms that Borough police officers will not serve as federal immigration agents for purposes of civil enforcement. It reflects what has always been policy and practice in the Borough and is consistent with Pennsylvania Law Enforcement Accreditation Program (PLEAC) requirements. Oxford Borough remains committed to ensuring the safety and wellbeing of every resident. The resolution is intended to help ensure that local law enforcement resources, and Borough resources generally, remain focused on core public safety and service requirements. We want and need all residents to feel safe reporting crimes, cooperating with investigations, and engaging with local law enforcement regardless of immigration status.
