Traffic Counts In The Borough
In the next few weeks, the Delaware Valley Regional Planning Commission (DVRPC) will be performing traffic counts in the Borough of Oxford.
DVRPC routinely collects travel volume information in the nine counties comprising the Philadelphia metropolitan area. Counts are typically collected at the request of your state DOT to fulfill Federal Highway Administration (FHWA) program requirements, at the request of the county planning/engineering office, or in support of planning staff evaluating transportation system performance or improvements. This involves DVRPC staff laying a rubber tube across roadway facilities for approximately 48 hours (to gather daily traffic volumes) or manually recording traffic from a vehicle parked near an intersection (to gather turning movement information). These efforts will not interfere with normal traffic operations on these facilities.
We invite you to visit the traffic counting section of our website (www.dvrpc.org), where all of our traffic count information is available to the public. Once on our website, simply choose Products and Services | Traffic Counts from the Resources menu. You will be offered a choice of viewing a map of all of our traffic count locations or searching counts by county, municipality or road name.
The Office of Travel Monitoring at DVRPC offers a full range of travel monitoring. These include traffic counting, speed / delay surveys, and user surveys. Announcing Pennsylvania's New Health Plan for Uninsured Adults with Pre-Existing Conditions |
The Pennsylvania Insurance Department has just announced a new program called PA Fair Care – Pennsylvania’s health plan for uninsured adults with pre-existing conditions.
PA Fair Care will be administered statewide through a contract with Highmark Blue Shield. Benefits will include preventive care, physician services, diagnostic testing, hospitalization, mental health services and prescriptions. The cost to enrollees is a subsidized premium of $283.20 monthly.
To be eligible for PA Fair Care, applicants must:
- Be a U.S. citizen or lawful resident;
- Be a Pennsylvania resident;
- Have a pre-existing condition;
- Be uninsured for the previous six months
To apply, applications can be completed online, or those without internet access may apply with assistance from the helpline 1-888-767-7015 (TTY 1-888-767-7018) Monday thru Friday, 8:30 a.m. - 4:30 p.m.

Federal Stimulus: Home Heating Equipment Rebate Program |
Funded by the American Recovery and Reinvestment Act (ARRA), rebates are available for the purchase of qualifying high-efficiency home heating equipment.
Rebates are available only for Pennsylvania residents who live in single-family homes for the replacement of existing, operational equipment.

The Community Action Partnership has just entered into a partnership with TracFone Wireless to promote its new program, SafeLink Wireless®.
SafeLink Wireless® is a government-supported program that provides a free cell phone and airtime minutes each month to qualifying customers.
Agencies can generate revenue by helping qualifying individuals obtain this free cell phone service.
SafeLink will pay $2 for every approved application it receives and agencies will get a check each quarter compensating it for its efforts. Applications can be submitted here.

The Chester County Department of Community Development (DCD) is helping to spread the word that 2010 Census questionnaires (only 10 short questions) will be arriving in all Chester County homes mid-March.

2010 Census Timeline: Key Dates
February – March 2010
Census questionnaires are mailed or delivered to households.
April 1, 2010
Census Day
May – July 2010
Census takers visit households that did not return a questionnaire by mail.
December 2010
By law, Census Bureau delivers population counts to the President for apportionment.
March 2011
By law, Census Bureau completes delivery of redistricting data to states.
